Harwich water commissioners raised the superintendent's contract-signing authority from $25,000 to $75,000 and advanced a leak-abatement policy capping bill relief at $1,000 per account. Commissioners Donahue, McManus and Young attended; Judith Underwood was absent for a death in the family. The board also approved a $55,185 contract with HydraStop for Route 28 water main valves and a $18,913 Ferguson Waterworks supplies contract.
A commissioner, Noreen, pushed the higher contract-authority figure "for a little uniformity" with the town administrator's own limit. On the abatement draft, the board agreed to one relief per account per owner rather than a five-year cycle, with the superintendent, not the board, as the primary decision-maker. Commissioners also flagged pump-station electricity costs that jumped from about $300,000 to over $500,000 last year, and noted the Select Board still has not signed a $150,000 contract approved in May 2025 to study wastewater recharge sites.
