HARWICH — The Harwich Charter Commission held a public hearing Thursday on its draft town charter, drawing one resident's testimony and clarifying that the draft eliminates Finance Committee term limits. Elizabeth Harder, a Harwich Center resident, told the commission she supports a provision requiring personnel hires to be separate town meeting articles, citing long-term OPEB costs: "every person you add means the town is going to have come up with thousands of dollars forever down the road." She also urged clearer rules on vetting citizen petitions for legality and on structuring Community Preservation Committee membership by funding category. A commission member confirmed the draft removes an existing Finance Committee term limit rather than adding one.
The charter is slated for a May 2027 ballot vote; the commission's final report is due by about the middle of November.
