Harwich Local Planning Committee Approves Minutes, Preps LCP for Town Meeting Vote

HARWICH — April 7, 2025 — Harwich's Local Planning Committee briefed new Town Administrator Jay McGrail on the town's Local Comprehensive Plan ahead of a town meeting vote on Article 26, where the roughly three-and-a-half-year effort goes before residents. The committee, which scraped together a bare quorum of five when Mary Jones joined remotely, voted 5-0 to approve its previous meeting minutes before discussing implementation strategy. McGrail, formerly town administrator in Marion and Middleborough, told the committee the draft LCP was a central research tool during his hiring process: "It helped me get the job." Members Brian Shall and Margo Fenn pushed for a scoring mechanism tied to the plan's prioritization matrix and mandatory LCP progress reporting in each department's annual town report. McGrail said convening a small implementation work group is among his top priorities for his first year. The LCP is placed as Article 26 on the warrant — first night, immediately after the financial articles — and a town meeting explainer video featuring the town planner is scheduled for filming April 17.
