Harwich Charter Commission advances draft charter while deferring contentious board-authority debate. Working from a July 10 draft, the commission agreed to a series of targeted amendments at its July 23 meeting, including a new working-group exception to the finance committee's restrictions on outside service, explicit warrant deadlines of the first Monday in February for the May town meeting and the first Monday in August for the October town meeting, and a requirement that all town administrator removal votes clear a supermajority of four select board members rather than three. A proposed substitution allowing ten or more years of professional experience in public administration to qualify a town administrator candidate in lieu of a master's degree was also approved by consensus.
The longest discussion, roughly 40 minutes, concerned what authority boards including the Council on Aging, Waterways Committee, and Cemetery Commission retain once their specific charter language is removed, with one member declaring, "If it's not clear, I'm going to fight like hell on it." The chair suspended the debate and directed all members to submit written language proposals before the next meeting, when the topic will open the agenda.
