Harwich Charter Commission adds policy approval and committee charge requirements ahead of final vote. Meeting July 30, the commission agreed that all policies developed by appointed town agencies must be "subject to the approval of the select board," closing what members described as a longtime accountability gap that had allowed some committees to operate outside their defined authority. Members also agreed to add language requiring the Select Board to "annually create a charge", a formal written mandate, for all town agencies, a provision members said would prevent committees from losing their way as the now-defunct housing committee had.

The commission accepted two new Chapter 7 sections covering the Community Preservation Committee and the Harwich Affordable Housing Trust, declined most suggestions in a July 28 legal review memo from consultant Harrington Heath that would have vested broader authority in the town manager position, and agreed to a two-letter change in Section 9-3-3, from "the budget" to "their budget", to make explicit that the Select Board owns the document presented to town meeting. Members said they expect to take a formal vote on the complete charter draft at their next meeting, with a public hearing targeted for late September.
