Harwich Comprehensive Plan Forum Draws Calls for Clearer Development Limits

HARWICH -- 2025-03-03 -- Harwich's long-developing Local Comprehensive Plan moved closer to a town meeting vote after a March 3 public forum drew residents seeking sharper language to fight unwanted development. The Local Comprehensive Plan Committee walked attendees through a document built on nearly 1,000 survey responses and years of public workshops, organized around natural, built, and community systems with a prioritized action matrix assigning implementation tasks to specific town departments. Residents, including one neighbor of the Snow Inn expansion project now before the Cape Cod Commission, pressed the committee to articulate clear distinctions between the new plan and Harwich's last certified plan from 2000, arguing a petitioner's attorney had already claimed the two were "essentially consistent." Committee members acknowledged they are not a regulatory body but urged residents to cite specific page numbers, goals, and action items when testifying before boards, noting the plan's housing production component has already received state approval. Robin Milan, identified as Harwich's incoming superintendent of schools, attended to explore how the district might support implementation. A Planning Board public hearing on the plan is rescheduled for March 10 at 6:30 p.m.
