Harwich Finance Committee Advances Fertilizer Ban, Defers Most Petition Articles

HARWICH — March 5, 2026 — Harwich Finance Committee recommends fertilizer home rule petition 5-3 and advances $1.9 million in Community Preservation Act spending. Meeting Thursday, the committee voted to recommend the petition — identical language already filed by Nantucket, Orleans, and Wellfleet with the state legislature — which would ban lawn fertilizer use across town while exempting gardens, fruit trees, and vegetables; dissenters included Peter Hughes, Mark Amoris, and Dan Schwar. Chair Robert McCready held votes on ten other citizen petition articles, including housing trust oversight measures and a prohibition on fee waivers for 40B developers, pending town counsel review expected after a Select Board presentation March 9. The committee also unanimously approved a $650,000 transfer to the Harwich Affordable Housing Trust, $667,500 for the West Harwich Baptist Church historic restoration, and a $5,442,329 water department operating budget, with a March 31 deadline to finalize all warrant recommendations.
