Harwich Finance Committee Unanimously Approves $635,700 in Year-End Fund Transfers

HARWICH — June 11, 2026 — Harwich Finance Committee approves $635,700 in year-end transfers as revolving fund audit looms. The nine-member committee voted unanimously on all three items at its June 11 meeting, acting on a $27,100 reserve fund transfer for the Recreation Department, two water enterprise fund transfers totaling $65,000, and a $608,600 year-end line item transfer package covering collective bargaining retro pay, staffing realignments, and a partial offset of the town's nearly $800,000 snow and ice deficit. Finance Director and Town Accountant Jennifer Mintz explained that the recreation transfer was an unavoidable consequence of state law: bills paid from the general fund during a revolving fund spending lockout cannot be returned to the revolving fund once the limit is reauthorized, constituting what Mintz called "permanent loss of free cash." Mintz announced she will present findings from a forensic audit of Harwich's 204 revolving fund to the Select Board on June 22, with a second round of year-end transfers — including a larger police salary adjustment and the remaining $600,000 snow and ice deficit — anticipated at the committee's July 9 meeting.
