Harwich Finance Committee votes 9-0 to pull two ADU zoning articles before Town Meeting

HARWICH — April 9, 2026 — Harwich Finance Committee unanimously shelves two ADU zoning articles and prepares for a 62-article Town Meeting. Voting 9-0 at its April 9 meeting, the committee recommended indefinite postponement of Article 53, a proposed accessory dwelling unit bylaw, and Article 54, a companion zoning amendment, after Town Administrator Jay McRae reported that the ZBA, Planning Board, and Select Board had all concluded the articles contained ambiguous language — specifically an "and/or" clause and a 1,000-square-foot threshold — that made a required two-thirds passage unlikely. "Because of the ambiguity, I think that everyone agreed that because it needs a two-thirds vote, it probably doesn't have a chance of passing," McRae told the committee. The committee also learned that a previously listed reserve fund transfer request had been dropped after Finance Director Jennifer Mintz discovered the golf department had budgeted a roughly $90,000 debt payment for a debt already retired, eliminating the need for the $50,000 transfer. The bulk of the meeting was devoted to assigning members to respond to potential floor questions at Town Meeting, expected to open the evening of May 5, with a posted Finance Committee session set for 5 p.m. on May 4.
