Harwich CPC Adopts Invoice Oversight Process, Skips August Meeting

Harwich Community Preservation Committee adopts new invoice oversight procedure and sets September 10 as next meeting date. The committee, chaired by David Nixon and meeting July 9, voted unanimously to approve minutes and formally closed its annual public informational hearing after receiving testimony from the Harwich Conservation Trust, a cemetery and memorial organizer, and Amanda Bebren, Senior Director of Advocacy at the Cape Development Partnership. Vice Chair Kathy Green reported that after meeting with the Finance Director and Town Administrator, the committee has agreed to a procedure under which Green will review CPC invoices roughly twice a month to certify that expenses are CPA-eligible, charged to the correct category, and within the approved appropriation — a role Green described as addressing "six years" without adequate oversight.

Green also identified at least seven previously rescinded CPC articles still open in the town's Munis accounting system and flagged unresolved questions about the allocation of approximately $368,000 across a $400,000 land grant and the Jude Eldridge property transaction. The committee agendaed a discussion of rescinding an estimated $45,387 remaining in the Harwich Housing Authority rental assistance program, which is fully committed through April 2028 and unlikely to spend below that floor.
