HARWICH — July 9, 2026 — Harwich Charter Commission unanimously backs a compliance and enforcement framework for the town's proposed new charter. Meeting Thursday evening, the commission reached consensus on draft sections establishing a five-member elected Bylaw, Charter Review and Compliance Commission that would screen written requests — requiring 15 voter signatures — and, when warranted by majority vote, elevate them to formal complaints before a three-person hearing panel composed of the town clerk, the town moderator, and a rotating commission member. Members settled on key terminology: submissions are "inquiries" until the elected commission votes to refer them, at which point they become "complaints" subject to a public hearing within 60 calendar days. "Without some type of compliance, why have we spent the last year meeting to do this if this document becomes strictly aspirational?" one member said. The commission set July 23 as its last date for substantive edits, July 30 as the formal vote on the complete final draft, and August 31 as its target for submission to the state.
