Finance Subcommittee Drafts Charter Language Requiring Taxpayer Impact Summaries
HARWICH — January 28, 2026 — A Harwich Finance Committee subcommittee agreed in principle on draft charter language that would require the town administrator to produce a plain-language taxpayer impact summary before each annual and special town meeting. Meeting January 28 as a two-member working group after a third participant could not be reached, the subcommittee settled on rough text for two new charter provisions: a subsection 2.6.2 under the town meeting rules of procedure chapter, and a new section 9.2.7 under the financial provisions chapter. The proposed section 9.2.7 would direct the town administrator, for public information purposes, to provide "to the extent practicable" a summary report covering aggregate warrant-article expenditures including associated debt service, and an estimate of the impact on the average residential tax bill. The pair also discussed amending section 9.2.4 to require the budget and budget message be submitted to both the Select Board and the Finance Committee, not the Select Board alone. No formal votes were taken; members said they would draft condensed written language for the full Finance Committee, with the group's next meeting expected Thursday.
