Harwich panel declines jurisdiction over 2 garages

Harwich historic panel clears two Bank Street garages, debates forcing owners to hearings. The Harwich Historic District Commission and Historical Commission ruled unanimously it lacks jurisdiction over garages at 118 and 166 Bank Street, finding both too young, built in 1935 and around 1966, for the town's 100-year demolition-delay bylaw. Attorney Randy Crowell represented owners Eric and Megan Anderson in the first case; architect Antonia Butwell of AB Design Collaborative represented owners Timothy J.

Ewert and Michael Wendling in the second, converting a garage into a planned pool house. Member Paul Doan pushed to require full-demolition applicants to personally attend hearings, warning owners with "a million and a half dollars or $3 million at stake" should show up, while Chair Mary Maslowski said she doubts the board can legally compel attendance and has asked town counsel to weigh in. The board also approved its September 2 minutes with corrections and noted a Community Preservation Committee funding deadline of October 1.
