Harwich Charter Commission Keeps Two-Thirds Vote Rule for Surprise Capital Projects
Harwich Charter Commission holds firm on two-thirds vote for unplanned capital projects.
Other Committee · Meeting of July 16, 2026
Harwich Charter Commission holds firm on two-thirds vote for unplanned capital projects. Meeting Thursday, July 16, the commission spent most of the evening working line-by-line through Chapter 9 of the draft town charter with invited Capital Outlay Committee guests, including Town Administrator Jay Packett, who argued that requiring a two-thirds town meeting vote for capital projects unexpectedly moved into Year One of the budget would make routine infrastructure replacements harder to pass. "My fear is that as a town we're going to get into a situation where we're not going to be able to do both," Packett said, citing the town's looming wastewater expansion costs alongside everyday maintenance needs.
The commission declined to lower the threshold, with members noting that every two-thirds capital vote in recent town history had passed when properly justified. The panel approved a series of draft language changes by consensus, deleting duplicate sentences, replacing "narrative summary" with "executive summary" in section 9.6.3, adding language allowing multiple two-thirds-required changes to be bundled into a single town meeting article, and eliminating section 9.6.7, which had barred a failed capital project from returning to future plans. The commission faces a September 2026 deadline to submit its preliminary draft to the state Office of Housing and Livable Communities.
