Housing Trust · Meeting of October 19, 2026

HARWICH — The Harwich Affordable Housing Trust voted 5-0 to order independent appraisals of two town-owned parcels and reelected its leadership team. Chair Michael McCaskill was renominated unanimously, with Bob Spencer elected clerk and Brendan Lowney elected vice chair. Lowney reported the town's subsidized housing inventory sits at 9.74 percent, 17 units short of the 10 percent "safe harbor" threshold, under a state certification valid through August 2028.

Member Claudia presented rental-assistance data showing the trust's $150,000 fund for eight families runs out by October 2027, with expansion to 15 families costing up to $330,000 over three years; member Bob Spencer said he'd "be very much in favor of encouraging HPC to crank this up to 10." Spencer separately cautioned against an unvetted homeownership buy-down program, asking, "are we doing them a favor by helping them get into that?" The trust also confirmed its $650,000 Community Preservation Committee application was submitted.
