Key concerns included a two-thirds vote requirement for capital items new to the plan, a provision that would compel any ballot-rejected project to return to year one of the following capital budget with no flexibility, and a deletion of "funding source" as a required element on capital request forms. The committee also flagged structural concerns at the shellfish upweller facility, estimated for a roughly $2 million replacement in two years, with town facilities staff Sean Libby tapped to assess immediate stability.
