Commission fines homeowner, delays marsh study vote

Harwich Conservation Commission fines a homeowner, tables a marsh study, and stalls a Herring River dock. The board voted 6-0 to fine Natalia Wallace $300 for building an unpermitted gazebo at 16 Old Coach Lane, then continued that case so mitigation plantings can be moved fully inside the buffer zone. A Center for Coastal Studies proposal to map Red River marsh for $5,600 was continued two weeks, 5-0, after member Wayne backed a scaled-down version and a colleague objected, "I don't think it's the right move for the town of Harwich." Engineer Cole Bateman's plan for a new pier and seawall repair at 4 Mill Point Road was continued to October 7, 6-0, after a commissioner cited state riverfront regulations and said, "There is, I don't think there's any doubt that that's degrading the waterway." The board separately approved, 6-0 each, a bulkhead rebuild at 11 River Bend Road and a deck addition at 1 Catherine Rose Road, filed as SE 32-2645 and SE 32-2646.
